The President of the Republic, Zoran Milanović, must be acknowledged for having made the greatest contribution to the debates on whether in a parliamentary democracy such as Croatia, the president should continue to be elected directly in the elections or his election should be moved to Parliament.
Although his predecessors also gave a lot of arguments for this second solution, especially Kolinda Grabar-Kitarović , Milanović surpassed them all. It did not take him six months from entering Pantovčak to present practical evidence that the position he holds is not worth the cost of direct elections, nor the social tensions that such elections produce.
The first thing Milanovic needs to take off his hat for is to cancel the big ceremony around the presidential inauguration. This duty is really not of such importance that the president would be sent from St. Mark's Square to Pantovčak according to a procedure reminiscent of a coronation.
Secondly, Milanovic must be admitted that, unlike his predecessors who knew how to interfere in many things, he completely stripped the position of the head of state, showing that he does not benefit much from it. For example, the President as Commander-in-Chief of the Armed Forces. What does it mean if the Government adopts a military budget and if all policies related to the Armed Forces are tailored in the military? What impact does the co-signature of the President of the Republic have on the appointment of the Chief of the General Staff on the Armed Forces? To put it mildly - small.
Milanovic was the first to testify by example that the role of commander-in-chief is in fact irrelevant. At the Croatian Army Day ceremony, soldiers and officers lined up in front of him, and he stood in front of them and did not know what to say to them. His address lasted a full 17 seconds in which he managed to place even one gaffe. He turned on his heel and left. Shocked soldiers and officers remained enumerated and miraculously blew in front of them. But nothing happened because of that. The next day they came to work as usual, and at the end of the month they got paid as always.

NEW GOVERNMENT PROGRAM
The real estate transfer tax is being abolished, here is what billions of kunas will be invested in
It is the same with the appointment of prime ministers. The constitution says the confidence to form a new government is given to a person who has the support of a majority of MPs. So, all the skill that Milanović was required to do was to be able to count to 76 because that is the minimum number of signatures that Andrej Plenković had to bring him.
The only job the head of state had after that was to invite the newly elected deputies to a new session. And that’s something the administration does, and the president just puts his signature. Not responding to the invitation to attend the ceremony of constituting the new Parliament is also nothing special. Milanovic did not go there, he did not come and nothing happened because of that. Besides, no one in Parliament missed him.
It should be admitted to Zoran Milanović that in a very short time he made a number of very concrete moves and showed how it can be a meaningless duty to which we elected him. If we are a little aware of that, then it will be completely clear to us why the photo reporter of Jutarnji Milanović filmed Milanović's official vehicle and his entourage on the day when the Parliament was constituted.
First of all, Milanović can do the work he does from the toilet, and how could he not do it from his favorite restaurant. And secondly, it is more beautiful for him in Tač than to be alone as a ghost on Pantovčak, among the walls of the building designed for Marshal Tito .
But it is wrong to react to the discovery of Jutarnji where he was when the Parliament was constituted. He ugly insinuated that his bodyguards could have been in Thac, not him. It was as if the police officers would take two official Audis during working hours and feast on such a restaurant from their salaries. It’s just pathetic and it’s a matter of character
