We did not learn anything new or startling from the recording of the conversation between the Minister of Health Vilija Beroš and the former Deputy Director of the KBC Sestre milosrdnice Dijana Zadravec . The conversation that these two people had in early June, during the campaign for the parliamentary elections, cannot particularly impress voyeurs who enjoy the opportunity to peek into the private relationships of people in positions of power.
Ambitious and known to the public for the conflicts, Ms. Zadravec desperately wants to be the director of the Vinogradska Hospital and does not choose the means. He uses the acquaintance with the minister from the time when they worked together, belonging to the HDZ and exerts pressure to take the desired position. He uses the name of the Prime Minister and President of the HDZ, Andrej Plenković , extensively . Because, "Andrej" is the one who needs to be broken and his should be the last one about who will be the head of the hospital.
Nothing new. It is common knowledge that for years the entire health care system has been staffed according to a political key. While the HDZ is in power, it puts its people at the head of hospitals, and when the SDP takes over, it puts its own in the same way.
No matter how legal the competitions in which directors are elected, and the people who come to leading positions professional and capable, the criterion of party eligibility has turned the system of appointments in health care, as well as in everything else that the state (politics) keeps, part of systemic corruption. government of Croatia.
And that is what pulls us to the bottom the most and at the same time the biggest challenge for Andrej Plenković. The prime minister managed to divert the HDZ from the far right ideological direction and position it in the direction of the moderate right-wing party, which is gaining the support of center-right voters. There remains, however, another problem that Plenković has never spoken about publicly and openly as a problem of the HDZ, and that is clientelism and the propensity for corruption that are in the party's bloodstream.
The Prime Minister has had a very hard time dealing with that so far. Suffice it to recall that in the last term he had to get rid of almost half of his Government because the ministers found themselves in a conflict of interest and built their fortunes on dubious jobs. All of them, from Gabrijela Žalac , through Milan Kujundžić, Goran Marić, Lovro Kuščević, Tomislav Tolušić and others, found it difficult to renounce and confess their sins.
But in the last term he was in a significantly different situation. The government was composed of intra-party compromises, and the parliamentary majority rested on the mercy of politically lost souls such as Tomislav Saucha and Milan Bandić's "token" .
It is questionable how much Plenković could have fought against intra-party clientelism in that struggle for survival and political survival, even if he wanted to.
Now, however, the situation is different. Plenković literally swept the competition in the internal party elections, he compiled the electoral lists through which he delegated his members of parliament without internal party compromises and shares, he formed a one-party government, and he secures the majority only with the support of minority representatives.
So the prime minister has a free hand to reform the HDZ to the end and break the deep-rooted clientelistic network. If we are to be optimistic (or naive), we can imagine that the recording of the conversation between Dijana Zadravec and Minister Beroš, who testifies that the reference to "Andrej" did not help her become the head of the hospital, was released to be a message to everyone else who wants to progress in the same way. .
A one-party government and a weak opposition are a terrible lure to ignite corruption, which poses a huge challenge for Plenković. Let us remember that in the first term , Ivo Sanader ideologically normalized the HDZ, and in the second he went into theft.
