The House of Representatives, majority-controlled by Democrats, voted 236 to 181, mostly along party lines, in favor of passing the law, one month after George Floyd's death in Minneapolis, sparking weeks of lengthy protests over police brutality, especially against African Americans. Initial data showed that three Republicans joined the Democrats in voting for this law. But the bill, which instructs changes to laws and policies regarding the control of police violence, is unlikely to be passed in the Republican-dominated Senate, where Democrats blocked the Republican bill. The White House could also veto it. Democrats and Republicans are in a dead race over access to racial inequalities in policing, despite a strong public desire for effective reform following the death of George Floyd. Democrats have called their bill "Justice for George Floyd in police conduct" and predict that public pressure will break Republican resistance. “I don’t think the street will accept a‘ no ’for the answer,” Nancy Pelosi told the Washington Post. So far, the police have killed seven unarmed blacks in 2020, while in 2019 there were 14 such cases. These cases do not include people like George Floyd who died differently. Experts claim that there is a lack of data on this issue. Tim Scott , the only black Republican in the Senate and author of the failed Republican Police Reform Bill, accused Democrats of rejecting Republican contributions to prevent Trump and Republicans from winning the November election on an issue vital to Black America. "This is pure racial politics at its worst," Scott told Fox News, warning that Congress inactivity would leave black Americans even more vulnerable to further police violence. "There will be blood on the hands of Democrats," he added. But Democrats dismiss Scott’s proposal as too ineffective to protect black Americans because it relies on financial incentives and data collection. Both the Democratic and Republican proposals address similar topics: drowning, demolition clearance, police cameras, the use of deadly force, and training to teach conflict calming. Republicans oppose the Democratic bill because they believe it would undermine police authority.
