The leaders of the EU member states are trying to resolve the issue of the Cypriot blockade on the introduction of sanctions against the Belarusian regime at the summit in Brussels on Thursday.
European Council President Charles Michel changed the agenda just before the summit, which began on Thursday, by putting the situation in the eastern Mediterranean as the first item. According to the original plan, relations with China were to be discussed first, while a discussion on relations with Turkey was scheduled for a working dinner.
Cyprus is blocking the imposition of sanctions against those responsible for election fraud, repression and violence against protesters in Belarus. Nicosia is imposing sanctions on the Belarusian regime by imposing sanctions on Turkey, which it accuses of conducting gas exploration in the Cypriot EEZ.
The situation is extremely tense because Cyprus has the support of Greece, which, like Turkey, is a member of NATO.
NATO Secretary-General Jens Stoltenberg announced on Thursday that Greece and Turkey have reached an agreement on establishing a mechanism to avoid accidental conflicts in the eastern Mediterranean.
This could help German-led diplomatic efforts to break tensions and avoid a possible conflict over energy resources.

German Chancellor Angela Merkel and French President Emmanuel Macron said upon arrival at the summit that a diplomatic solution must be found for the dispute between Turkey and Greece and Cyprus on the other hand.

Critics warn that the EU therefore loses credibility when, due to the interests of one member state, it is unable to decide on sanctions against a third country, even though the two situations are in no way linked.
European leaders will discuss the Nagorno-Karabakh conflict tonight. The single market, digitalisation and industrial policy are on the agenda on Friday.
