TWO OPPOSED RESOLUTION THAT SHAKEN THE WORLD !
KAUTSKY RESULUTION
Paris Congress, 1900.
In a modern
democratic state the conquest of the public power by the proleteriat cannot be
the result of a coup main; it must be
the result of a long and painful work of proleterian organization on the
economic and political fields, of the gradual conquest of minicipalities and
legislative assemblies.
But in countries
where the governmental power is centralized, it cannot be conquered fragmentarily.
The accession of an
isolated Socijalist to a capitalist government cannot be considered as the
normal begining of the conquest of political power, but only as an expedient,
imposed, transitory and exeptional.!
Whether, in a
particular case, the political situation neccessitated this dangerous
experiment,is a question of tactics an not of principle, imposed, transitory
and exeptional.

Congress has not to declare it self upon this point, but in any case the
partecipation of a Socijalist in capitalist government does not hold out the
hope of good result for the militant proleteriat,unless a great majority of the Socijalist minister remains the agent of
his party. In the conterry case of this
minister becoming independed of this party, or representing only a fraction of it, his intervention in
capitalist government threatens the militant proleteriat with disorganisation
and confusion, with a weakening intead
of a fortifying of it; it treaten to hamper the proleterian conquest of the
public powers instead of promothing it.
At any rate, the
congress is of opinion that even in such
extreme case, a Socijalist must leave the ministry when the organised party
recognized THAT THE GOVERNMENT GIVE EVIDENCE OF PARTIALITY IN THE SRUGGLE
BETWEEN CAPITAL AND LABOR.

Amsterdam Congress, 1904.
Whereas, The atruggle
beetween the working class and the capitalist class is a continuous an irrepressible conflict, a conflict that
tends ewery day rather to be intensified than to be foftened;
Whereas, The
existing governments are committees oft he ruling class, intend to safequard
the yoke of capitalist expleitation upon the neck oft he working class;
Whereas, At the last
International Congress, held in Paris, in 1900., a resolution generally known
as the Kautsky resolution, was adopted, the closing clauses of which
contemplate the emergency oft he working class accepting office at the hand of
such capitalist governments, and also, especially, presupposes the possibility
of impartially on the part of the ruling class governments in the conflicts
between the working class and the capitalist class; and
Whereas, the said
caauses – applicable, perhaps, in countries not yet wholly freed from feudal institutions
– were adopted under condition both in France and int he Paris Congress itself,
