Negotiations in public procurement are a common pattern in which state-owned enterprises, local self-government units, and the Government itself operate through its ministries and administrations. Unwritten rules have been created that everyone is familiar with and strictly adheres to. In every environment and in every business, it is known who is the favorite of the political clique that has the budget and announces tenders. Anyone who applies for the competition knows in advance who is preferred, but does not protest but participates and gives legitimacy to such jobs in the hope that the next, less generous job will belong to him. There are also those who raise their heads, write complaints and ruin some competitions, but they also know very well that after that they were blacklisted and that the name of their company will never be on the list for the call for proposals. This is how it has worked for years, at all levels. This form of corruption has become generally accepted and few see it as a problem. Everyone agrees to the rules of the game and no one is wondering whether at least 20-30 percent of public money should be spent on each job more than necessary. Instead of spending that difference on some public interest, it pours into someone’s pockets. And that will not be solved by the police, USKOK, nor the courts. The customary right that every government, when it seizes public resources, can dispose of them as it wishes is a product of politics and only politics can abolish it. Such a will, however, is not in sight on either side. The opposition will be scolded and condemned, and at the same time, at least as far as the SDP is concerned, they are competing for the very top of the party with people convicted of conflict of interest, local sheriffs who assign jobs to their companies on behalf of the local government unit. As far as the HDZ is concerned, when USKOK taps someone on the fingers, they throw out the phrase "let the institutions do their job". They pretend that everything is fine and that they know nothing. Even when the media reveals extremely suspicious deals, there is no reaction. Jutarnji wrote last year that 6.5 million kuna would be spent on the renovation of the canteen in Fina and gave a comparison of what everyone else did with that amount of money - from arranging the hospital to building and arranging a new distribution center of Croatian Post in Zadar. And what happened? Nothing! Someone in Fina is responsible for such a competition, and that someone has a boss who didn’t flinch. Above him is the head of Fina, who also did not react, and he is not the Minister of Finance, and ultimately not the Prime Minister.
