Former Minister of Agriculture Tomislav Tolušić is one of the 17 family farm owners who were approved funds based on the Wine Envelope tender for investments in wineries and wine marketing. Tolusic's family farm Terra Slavonia received a non-refundable 2.5 million kuna.
Recall, the former minister in the previous government of Andrej Plenković, had to leave office after the disparities in real estate owned by him were discovered. He was fired in July last year in the last of several Plenković government purges. In May this year, he announced that he was retiring from active politics, and at the same time he applied for the mentioned tender, but also started the construction of his winery in Rezovac near Virovitica.
But what is interesting in this story is that the tender of the Agency for Payments in Agriculture, Fisheries and Rural Development was conducted according to the ordinance adopted at the time when he was Minister of Agriculture and the Agency was subordinate to him. Finally, he was also the President of the Management Board of the Agency.
The National Wine Sector Assistance Program for the period 2019-2023, on the basis of which the tender in question was conducted in 2018, and Tolušić, as the then Minister, signed the Ordinance on Implementation in 2019. The amendment to that Ordinance, on the other hand, was passed by his successor, the current Minister Marija Vučković .
We called Tolusic on Monday evening. He called us from the estate.

According to the Agrobiz portal, Tolusic was approved HRK 2.5 million, and during the processing, unacceptable costs in the amount of HRK 475,000 were determined, so Tolusic's request was rejected in that part. By the way, the maximum amount that one family could receive is 1.5 million euros. 19 of them applied for the tender, and two were rejected because they did not meet the administrative requirements.
As for Tolusic himself, the Agrobiz portal was told by the Ministry of Agriculture that "Mr. Tomislav Tolusic, as a natural person who no longer performs duties that would be an obstacle in concluding legal affairs related to activities within the competence of the Ministry of Agriculture, has the same rights and obligations as anyone another citizen of the Republic of Croatia. Therefore, his exclusion from the tender procedure would be a violation of his civil rights prescribed by the Constitution, but also of the rulebook that defines the conduct of the tender. "
Sold an apartment in Zagreb
For the 24sata portal, Tolušić revealed that the winery is worth 4.2 million kuna. He claims that, in addition to incentives, he raised the funds by selling an apartment in Zagreb, which the Tax Administration can easily verify.
- I am a normal, ordinary citizen and anyone who wants to invest in wine production could apply. Before I applied for the tender, I only asked the Conflict of Interest Commission if they could apply and they answered in the affirmative, he said.
Two years ago, he says, he couldn’t have thought he would be fired and didn’t think about making wine, but he says he made a good decision.
- I work and I have never been happier and more satisfied. I have been resting with physical work for the last four years. And I believe that I will have a good product - said the former minister. (Jutarnji.hr)
Vuckovic: 'It is completely legal'
The current Minister of Agriculture, Marija Vučković, commented on how it is possible that Tolušić received HRK 2.5 million for Dnevnik Nova TV in a tender whose regulations he signed himself .
- It's completely legal. The ordinance is harmonized with the competent EU regulations. It should be said that such a program existed in 2014 to 2018 and that in 2018 it was adopted for a new period. As for the measure of investing in wineries, so far we have always, and even now, had enough money for all projects that meet the conditions - said the Minister.
Asked again if this was okay, she replied:
- I cannot comment on such personal moves of an individual. The administration must operate legally. She did not adjust the competition to anyone. So far, 19 project applications have been processed, to which 17 have passed, two have been rejected due to administrative reasons. What I can confirm is that they are all processed in the order they were received. Tomislav Tolušić was denied HRK 475,000 in costs, and he received his decision on approval in accordance with the approval rule. As for personal moves or some ethical issues, we can all speak for ourselves - said Vuckovic.
