Last year, the University of Oxford included Croatia in the International Civil Service Effectiveness (InCiSE) Index, which is the first international index to measure the efficiency of public services. Croatian public services ranked 35th out of a total of 38 observed countries.
Transition Report 2019-2020 The European Bank for Reconstruction and Development, published earlier this year, showed that Croatia is closer to Eastern Europe and the Caucasus in terms of the quality of governance than the average of the region to which it belongs - Central Europe. Poor governance is an obstacle to achieving income levels in developed countries. because it hampers entrepreneurship and the innovations on which modern economies are based.
The mentioned report showed that with the improvement of governance and the assumption of growth rates as we had from 2010 to 2018, Croatia would need 40 years to reach income at the level of the seven most developed countries in the world, and without improving governance for 120 years.
