DRŽAVNA UPRAVA
KAKO REFORMIRATI JAVNU ADMINISTRACIJU Smanjiti broj ljudi, plaće ili oboje?
U statistici o zaposlenima postoji zasebna djelatnost koja se naziva javna uprava, obrana i obvezno socijalno osiguranje. U njoj je u siječnju ove godine bilo zaposleno oko 103 tisuće ljudi. Državni sektor što na središnjoj, što na lokalnoj razini zapošljava puno više ljudi u djelatnostima kao što su obrazovanje, zdravstvo i znanost. Međutim, izostavi li se obrana, spomenuta djelatnost približno opisuje ono što kolokvijalno nazivamo javna administracija ili državna uprava. Dakle, jesu li spomenute 103 tisuće u šire shvaćenoj javnoj administraciji previše, premalo ili taman za Hrvatsku?
