Giving up a single, proportional, income-free tax rate of 13 percent, introduced nearly two decades ago, Putin said the rich would now pay 15 percent on annual income above five million rubles ($ 72,833) and that additional tax revenue would go to help sick children. The move, which will take place from January, is likely to resonate well with voters frustrated by falling incomes. Many of them do not like the class of rich business people that rose after the collapse of the USSR. Putin addressed the nation ahead of a seven-day general vote beginning Thursday on which Russians should accept or reject a series of constitutional reforms, including one that would allow Putin to remain at the helm for two more terms instead of stepping down in 2024. Putin has promised to expand the program to help families with mortgages and provide a one-time aid of 10,000 rubles for each child up to 16 years of age they have. These measures will help mitigate the effects of the crisis, he said. Russia is the third in the world in the number of cases of covid-19 infection. It has now largely lifted pandemic measures but expects the economy to fall by six per cent this year due to the crisis. Putin also proposed reducing taxes for IT companies from 20 to 3 percent. Although no further details were given, thanks to that proposal, the value of the shares of the Russian internet giant increased by more than three percent.
